At first I wanted to say it looked like some type of aquatic animal, but upon closer inspection I would say a leafy vegetable in oil. Because the quality of the picture and the absence of references for size, guessing is exactly what you have to do.

slugs with garlic?
Frog skins?? (Or perhaps entire frogs, and they just appear deflated when cooked...having never cooked a frog, I wouldn't know:)
